Our SIL owns condo (1/1) in small FL town south of Sarasota==right across street from local beach. He lived there prior to marriage and after marriage the market decline had started and couldn't sell it for enough to cover mortgage. They bought house nearby and are renting out condo to try to cover the costs--hoping that developer will buy the 3 condo properties for hi-rise in near future.

They use property management company to handle the seasonal 30-day+ leasing- run ads, vet the renters, clean property. SIL found out this weekend when his mother came for short visit and stayed there that someone was in condo recently--left it messy and yet put Saran Wrap on toilet seat like property mgmt does when they clean...there were some special mugs they kept in freezer that were missing and other items that she had cleaned/put away the last time she was there in late spring that were obviously used and in plain sight....
likely explanation is that one of cleaners or office staff made copy of key and used it personally to access the condo, probably July 4th...
this is prime location for fireworks and beach access...
or they rented it to someone for cash knowing there was no long-term rental scheduled...
since most renters come seasonal in winter and live out of state, it isn't likely that a former renter made copy of key...
the property management never reported that keys had gone missing either or SIL would have had new keys made...SIL/daughter have never given anyone a key to condo like a neighbor in bldg to watch their unit...

How do you resolve an issue like that w/o causing bad feelings? There is seasonal rental to start in few months and they need the money. If they get at odds with rental company they might loose the booking. But law of averages says that if this person is either taking money from friends to rent to them or doing it him/herself it is likely happening in more than one location....

Would changing to an electronic lock help record entry information?
What are the laws regarding use of security camera? Can they put on in hall to take photos of anyone going in/out their doorway? Do they have to post notice to that effect?

Who cares about their feelings! I have gotten a number of clients for that very reason - they found out their so-called property manager was using the property secretly. You actually care about the feelings of someone who has betrayed their fiduciary duty to you, the owner? (your sister in law, as it were) FIRE THEM. And if it is a licensed realty company file a complaint with the Real Estate Commission in that state.

Actually it is son-in-law and daughter who own the condo--

they are not worried about hurting their feelings--they are worried about breaking the relationship and losing a tenant that is coming in few months--
my SIL is out of work at moment and they need the rental money more than ever.

Yep, wifi lock will tell you every time the door is opened and you can change the code regularly without needing keys for renters.

Sure, you can put a camera in the hall. But not inside the house.

For rentals I recommend canceling cable tv and installing internet with wifi router to control the camera and lock. If they want TV, you can simply get a roku box for $50 and add netflix for $8 month which you can use at home too. The guests will love the wifi too.
