I am not one that is for public humiliation but I have had the unfortunate experience of living next to people that do not take care of their properties. I understand if people are broke and can not afford to a lot with their yards but elbow grease goes a long way. Keep the grass cut and get rid of trash.

If they did that around here, it would have to include buildings owned by some of cities around here. They have some of the most rundown buildings around.

I grew up near that city and at least in my hometown, blighted properties were often originally owned by older people who had died and passed the property on to children or family who lives out of the area. It's a shame. I would guess that most of the blighted properties featured on that list are owned outright by the owners, since property values in that area are low to begin with.

You must have a blighted property if you defend those people. If you do not have the dignity to keep a house clean and in condition, yard mowed and trash picked up then you should not be a home owner, or at least own a home with neighbors. Yes I must be something I defend. I'm also applying for a gay marriage, getting an abortion, and ... no wait, view is separate from a person. Was worried about myself for a second there.

Fortunately most cities have building codes that properties must meet, assuming the city wants to enforce them. If that's the case then the owners have no choice really.

The owners won't care. Many are absentee landlords from North Jersey or NYC or have no idea what it means to keep a property up or keep a community livable. They city's bankrupt so a good source of cash would be to start fining them. But they wanted to have mandatory trash pickup and the residents refused saying it was too expensive.
