Sounds like they were just fishing for a desperate seller. On written offers that low in the past I've countered with 99% of the list price. Only one of them was semi-serious, but was too much of a pain to deal with. Pay close attention to the offers and do adequate research to ensure that they're legit. Also make sure that your price point is followed rigorously.
