You'll have to look at the zoning code for your jurisdictions. The meaning will be defined there.

It could mean:
2 houses/acre or
2 acre minimum/house or
duplexes allowed or
townhouses allowed.

Those are just the ones I can think of quickly.

The County I live in R-2 means 2 acre minimum lot size while in my Town it is the zoning designation for townhouses.

Did you google?

Mostly, it means residential, two units permitted. In other words, duplexes.

Some jurisdictions have different meaning, e.g. "rural moderate" (whatever that is) in Clallam Co. (wherever that is).
