While it appears that PA does not license inspectors, they do have certain standards that inspectors must meet:

Consumers: Protecting Consumers - Pennsylvania Office of Attorney General

You can contact the AG Consumer Protection office if you think the inspector is in violation of the law.

I don't have a lot of confidence in the attorney General's office. Our Governor used to be the attorney general. I remember him as the poli-sci guy who lived down the hall in the Freshman dorm with me at college.
