I actually had to have a foundation repaired back in 2000, it ran about 6k in Cincinnati. The house was an early 60's ranch that needed to have 4 piers installed if I remember correctly from a settlement issue. The engineer was about $800, $4500 to the company doing the work, $200 to the city/county for the permits and a couple of hundred to disconnect the gas line while the work was being done. One of the biggest pains I've ever dealt with. One of the issues with the engineer is there are a limited # of structural engineers that have PE in an area and are qualified, so the rate was the same no matter who I called, almost like a union.
I'd love to know how this turned out. It's totally possible to fix a foundation with a number of different techniques. I've never done it to a house, but I have been involved in a project where several screw piles were installed to allow us to tunnel under the foundation of a 10 story building on a college campus. Figure if they are good enough for that, they will fix a house if done correctly.
