If you plan to live there yourself forever and don't mind (even if it gets worse), yes. If you plan to be a Section 8 slumlord and don't care about your tenants, yes. If it's an area that's guaranteed to "gentrify" soon for some reason, yes. Otherwise: no.

The market was VERY Different 6 years ago than it is today, thus making the issues surrounding a $50K house different as well. Many areas were still quite depressed in 2012 and you could get a decent place in a good neighborhood for $50K.

Define "rough and shady".

I think my first response would be, ask the local police / Sheriff about calls for service in that neighborhood. Or check on Nextdoor or something.

But someone you see as "rough and shady" may not be... the guy with some old cars in his yard might just be into old cars and never cause a problem. The guys with bikes and leather jackets may very well not be 1%ers. Cars coming and going might indicate a legitimate business and not a drug den.
