Appraisals on record (sale, banks, value, loans)

Do appraisals stay on record for other appraisers to see? Is this only with FHA or even regular conventional loans from banks like wells fargo? So basically, if wells fargo had an appraisal done and that home sale didn't go through. Then 2 months later, hsbc gets an appraisal - will this appraiser see a past appraisal?

No, appraisers can't look up past appraisals they haven't done.

With FHA appraisals, the value stays on record for six months with FHA - but if a subsequent buyer is not FHA, it's not an issue.
