That does stink -- seems like a lot more work for them, accounting-wise. But I don't understand why they don't refund the full deposit.

My current electric company (a major one) doesn't require consent of anyone to change the name on an account. Everyday dozens of people never bother to inform them after vacating their residence.

Back in December, I surprisingly received a closing bill on my electric service that said "It's been a pleasure serving you." I called customer service. One of the new neighbors had called them to set-up their service and mistakenly gave my street number. (Or it was a data entry typo).

No harm, no foul. They switched service right back to my name (and called the new neighbors to get their actual address).
