Sloppy.

Not going to be the easiest task to tightly install carpet on those stairs when there is nothing in some places to attach it to.

Agree.....if this is what you can see, what is hiding???

Time to be a hawk and look at everything.

Have your inspector come NOW and then come back to see if the problems identified have been fixed.

the gap is for the skirt boards way faster then cutting around every step.
