Just wondering. I was told that they don't have to fix it or purchase a new one and you would just have to suffer through summer?

Its the landlord's responsibility to fix or replace any equipment that comes standard with an apartment, town home or any rental, however this may not be the case "if" your contact . rental agreement states different !!

The rules (laws) will vary but long standing LL:Tenant law requires heating; not so much AC.
Maybe in AZ?

If for some reason a LL refused to fix/replace any appliance the tenant can cite that
as a breach of contract and might even have a Court agree... but at the practical level
about they'll get is a right to break the lease and leave without recourse.
