Properties have lot lines. If he is still within his lot he can expand his driveway and put in a fence if he wants to and a survey would show that he has that right as well. From what you posted sounds to me like the elderly woman's sprinklers are on his lot.

Not necessarily. There may be setback requirements (and it's likely that there are).
