This is ridiculous, I'm sure 95% of buyers don't even know what the flag of Puerto Rico looks like, 5% of them if they do, are intelligent enough not to care.

Well its not racial, its an ethnicity thing, which is not the same. While there is no way to know if a given PR family will be loud, based on the cultural characteristics and the advertising of the cultural affiliation, potential buyers may suspect there is a likelihood they will be loud. So, since loud neighbors deters buyers, it may be an issue. On the other hand, the house may just be overpriced or have some undesirable feature like being on a highway.

Cultures are different, its a simple fact. If there where not collective differences, there would not be any cultures, there would just be one culture. Necessarily, some cultures are louder than other cultures, because different behaviors lead to different outcomes. However, culture is not genetically determined, so whether your neighbors participate in that characteristic of the culture or not you can't predict beforehand. It just comes down to propensity as a group. Individuals are...individuals. There are Amish people who have loud parties I'm sure. There are people raised Jainish who... eat meat. Not genetic but voluntary. But most people are gonna guess if you are Jainish you are vegetarian, if you are Amish you are quiet etc. If you are a PR family, many people are going to expect a likelihood of loudness, good dancing and tasty food.

It's not racist to be surprised to see someone of non-white descent if your town is nearly 100% white. Obviously, if you live in a big city that's fairly diverse, it's not shocking to see a black, Latino, or Asian, but if your town is 100% one ethnicity or race, yes, you might be taken back by seeing a black or Latino, not in a bad way, but more in a surprised way because you don't come across minorities very often.

This is key.

I don't think the buyers are not submitting offers because your neighbors are Puerto Ricans or because they fly the Puerto Rico flag (which I had to look up to see what it looks like), but because they don't maintain their property to the standards of an affluent neighborhood (I do consider neighborhoods with $850k+ homes affluent).

A neighbors flag and ugly (ugly is subjective) hanging yard decorations is not the culprit, in addition, how would a prospective buyer know that the neighbors have loud parties, age, condition, price are more likely factors that your home is not selling. If this is an older home, awkward layouts/landscapes and/or is relatively closer to other homes than most in this price range, then yours will sit.

The neighborhood in the description of o/p is more than likely an upscale WASP neighborhood and would be attracting buyers attracted to that type of neighborhood.
And if you don't think the Puerto Rican flag, most people know what the flag looks like unless they live under a rock, would be a turn off to some buyers by their preconceived notion, you must live under a rock.
