Could anyone suggest me best portal sites in California, where I can get the listings of all the residential property?

Every house for rent in all of California?

Try looking up Craigslist for individual cities. That should give you a general idea of what rent are in various area. It won't include every rental because some landlords don't list on Craigslist, and each Craigslist will only cover a small area. But you will get to see prices and photos of what you get for that amount of money.

Oh wait, one of the big real estate sites, Zillow maybe, lists rentals and you can scroll over the state map to bring up rentals. It won't be anywhere near all the rentals. It will just be the rentals that have been listed on Zillow-- or whatever site that has rental listing done that way. You can google a bit to find it.
