We looked at a house that had been remodeled and was being rented. The owner did not need to get a C O to rent the property, but *someone* had to if an owner was going to occupy it. I believe in our case either he or the new owner could get it, but since we ended up not wanting that house for other reasons anyway, we never pursued clarification.
