Lots of info on this thread. I'm sure I missed something in my quick skim.

Those lowball offers probably weren't that low if you got 2 similar offers and you had 33 showings without selling. You probably started out overpriced or needed to wait on the market to appreciate to your price.

I saw nothing that the agent didn't present an offer. Often experienced agents have heard many times about the offer that they are going to make that never materializes. I never share these verbal "we are going to make an offer" comments with my sellers. It just gets their hopes up so they end up being emotionally crushed when it doesn't show up. Once I have an offer in hand I notify my seller.

I can't say if the agent is good or not good. Not enough info to tell. I can't imagine however that any agent would discourage an offer. They need to sell it to get paid.
