I *always* thought it was even on west/north and odd on east/south.
And then I visited a podunk town who's numbers were the reverse of my theory.
Dayton, Ohio ... While hardly a podunk town, one address I lived at was 311, on the north side of the street; another was 56, on the south side of the street.
But that's the exception; everywhere else I've lived has conformed to your rule.

It varies by jurisdiction. In the fair city of Angels Camp the street numbers flop from odd/even at the major intersection in town because there used to be 2 hamlets before Angels Camp incorporated.
RULE OF THUMB ON HOUSE NUMBERING: On a North/South Street: Standing facing North, all houses on the Right, or East side of the street, are ODD Numbers. Those on the Left, or West side of the street, are EVEN Numbers. On a East/West Street: Standing facing East, all houses on the Right, or South side of the street, are ODD Numbers. Those on the Left, or North side of the street, are EVEN Numbers.
For Diagonal Streets: If the street is NOT at a perfect Diagonal, then it should be treated as a North/South, or East/West street depending how that imperfect diagonal is arranged. If it is a PERFECT Diagonal, it is up to the town or city to decide whether it is the North/South or East/West numbering system.
