Thank you for all the replies. I talked to HOA, and they are aware that the neighbors are "difficult". But it sounds like there's not much they can do besides making a phone call. I will look into getting a camera set up. Sad there are people like that...
Good luck. I would talk to the neighbors once, and have it stopped immediately, with the police called if it happens just one more time.
Might as well get on with the proceedings.

I think she needs to get a security camera that can capture the kids throwing rocks at her, if they are continuing to do that.
It's kind of unclear what the HOA is stating here. Are they stating they will both be treated as troublesome and argumentative, and the HOA board will consider what sanctions to take against them both? Or are they planning to help mediate and reach a peaceable solution?
Better be careful with the camera and kids.
We once had a similar situation with really obnoxious neighbors and their kids (not quite as aggressive as this example). We were going to get them on camera, so the the parents called the police on us!
You see, parents are in a general state of paranoia about 'sex offenders' and apparently disruptions in your neighborhood involving kids are not allowed to be documented with cameras. They think everyone is after something evil with their little darlings, and not concerned about the fact that the kids are rude brats--like anyone even wants pictures of their moronic children.
The police told us we should move and noted that you cannot film underage kids 'these days.' In the end, we moved--didn't like the suburban area much anyhow. Beware--bratty kids can get away with almost anything 'these days.'
To start with I would begin by filming the kids doing the action, include your Mom asking them nicely to stop, reiterate when talking to the kids that they have to stop doing this every day (build evidence). Write a certified letter to the parents.
Then call the cops and submit evidence to board.

Security camera watching the backyard. Then get the police when you have evidence. Security cameras are perfectly legal, especially on your own property, whether the criminals captured are children or not.
Option #1. Get a hose with a nozzle and whenever things get thrown over the fence, spray the kids. Pretend they are cats. Bad kitty.
Option #2. Collect the objects for a week or two, and then leave them all in the middle of the neighbor's driveway (where they can't pull in or out without moving them) with a note on the front door that says "I think your kids may have lost some things over the fence." Rinse and repeat once a week.
Really though, if rocks are being thrown, that actually is assault. A call to the police is not totally out of line, but video evidence will likely be required.
The HOA won't do anything. This really is an issue between neighbors, not a subdivision issue.
Yes, agree with others get a security camera and get evidence as well as your mother needs to keep an incidence diary, what,and when and photograph the objects. I would also look into elder abuse and harassment laws in your area.
