As a current HOA board member, we can approve or deny ARB requests without having to have a formal board meeting with the appropriate Yes or No votes via the internet.
Our HOA makes it clear that any physical changes made to the outside of the home does require the owner to file an ARB request without specifically what changes require it. Such changes made without approval can and will result in fines until the issue is corrected.
You might want to revisit Florida Statute i.e. 720.303. The law has been changed as of July 2018.
There is nothing written in bylaws or regulations about garage door color but they still want an application filled out for committee review.
I would think if its not in the bylaws or regulations, it is a green light to paint it whatever you want.
The CC&Rs and by-laws don't have to say garage door color. They only have to say that the HOA gets to rule on ANY changes you make to your home or property.

Thank you for the heads up. I discussed this with my community property manager and confirmed this. I would imagine that with the recent/current pandemic that prevented gatherings out of health concerns it might not have been an issue if challenged. I have been out of the Realtor business since 2014 and was not aware.

There have been some seriously sweeping changes as far as HOAs and how business is conducted by them with the Florida legislature in the last 2-3 years. The last HOA board I was on had a complete makeover of our CC&Rs done by our management company in response to the legislative changes.
There isn't anything in the bylaws or regulations guidelines about exterior colors. It would be nice if they had documented it. But if not in documentation, the only way is to submit application to review board. Let's see how it plays out.
It is impossible to list what is and what is not allowed. Just submit an application and see what happens before you get your panties in a wad.
