The answer is, it depends. I love the character of old houses but floor plans are often odd. New construction property taxes are sky high where I live so it's a deterrent to build new. The house I wanted to buy that was way overpriced was a good compromise because even thought it was around 15 years old, they had put a lot of money per SF into it so I felt it was a good value at the price it was worth. But if money were no object, I would probably build new. I wouldn't buy in a tract home development though.
Our first house was a new house that we bought right around 2002 when houses we're going up like crazy around our city, just one right after another. The house was so quickly slapped together that it had many issues that we didn't realize until long after we had moved in. The little flaws we did notice and tried to have fixed fell on deaf ears, and the housing company did such a poor job of building these houses that there was a class action lawsuits against them and they lost and had to pay up. So a brand new house isn't always the best choice based on our experience.
Our current house was built in 2008. It was a spec home, but then the bubble burst and it wouldn't sell. They ended up renting it out for several years, until we came along and bought it at a great discount. This house is so we'll built. It has great insulation, the walls are straight imagine that!, You can tell the builders did a quality job. We had a thorough inspection before buying the house and yes there were some minor details that needed to be fixed, but overall the house is a quality build.
I think with our next house we may buy some land and have our own house built. That way we can trust that the house is being built solidly. So it will be new construction, but it won't be slapped together in such a way that many mistakes are made. Who knows though, when we're looking if the perfect older house presents itself, I may go the easier route and just buy a used house again since our experience with this house has been so positive.

Make aht 2nd floor with 2 baths. One privy to master suite. Other two bedrooms share one bath, maybe a Jack and Jill setup.

That would largely be dependent on whether it is 1000 square feet or 5000 square feet and what kind of materials are used.
