Well, in this case, it certainly may be that they're trying to increase interest by doing some open houses... It gives the listing agent, and the agent holding the open, if different, a reason to do an advertising blitz and attract some new attention.
"Turned" to open houses? All the areas I'm familiar with there's an open house the first weekend it's listed. Neighbors go and tell friends. People driving by can stop in. Realtors don't have to book appointments but can go whenever they and their customer are available within those hours of the open house. More of an invitation, less stress. I know people who say they hate to bother their realtor but go and then call their realtor if they like the house. Sometimes the realtor will register the person with the realtor holding the house open etc etc etc And continuing a couple of weekends, etc. It's not a last ditch effort on a bad property.

In greater Denver we have 4 licensed agents for every house on the market.
That seems like plenty of babysitters for me.

I know people who say they hate to bother their realtor but go and then call their realtor if they like the house.
This is me...well, not so much that I don't want to "bother" my realtor...more like I don't want to bother with setting up appointments to see something I'm perfectly capable of seeing for myself. If it turns out to be a total non-starter, I can quickly dismiss it and haven't wasted anyone's time. Likewise, if it's something I need a realtor to help me learn more about, I'll then call my agent. It's efficient.

Same here, there is almost always an open hoe the first weekend after listing, and then the second. In some cases there will be an announcement on the listing that "offers will be accepted 9am-2pm on _______."
The realtor who listed my overpriced house has open houses for all of her listing as often as possible. She has a bunch of flunkies (non agents) who sit in them for her.
