There was a woman who brought four doxy puppies in matching sweaters in a stroller into a restaurant. She had the stroller beside her and she would pick them up one-by-one and kiss them. Over and over.
That's just too much. Pets are not people no matter how much some people want them to be.
I don't like dogs in any restaurant yet I do like certain dogs a lot. Once a flea gets on them it(they) can easily jump into your food. I know that a human could bring in lice and fleas too but there's a significantly higher percentage of fleas coming from a pet than a person. Typically a person will shower and groom each day & wear clothes whereas a pet will not bathe each day and doesn't wear clothing.
someone could be so into farm animals they bring in an emotional support goat or pig.
People that truly need them often have severe psychiatric disabilities and many are veterans with PTSD.
And those folks have no problem getting legitimate certifications. Lots and lots of other people go to online sites and pay $30 to print out a certificate. Animal has no real certification or training, but landlords who don't accept pets are forced to let them have the animal.
I encourage you to read he book "Until Tuesday" by Lius Carlos Montalvan, Caption US Army, toured in Iraq and Afghanistan and Syria and came home with PTSD which set him on a spiral of proverty, depression and chronic panick attacks that delibilated him severely. Under a new vet program he got an emotional support dog from a service dog training center especially trained for PtSD sufferers. The dog became his everything. When Luis was having a flashback for example, the dog Tuesday would either lean on Luis' legs or cuddle him to ground-base Luis, remind about taking medicaton and etc. Please view this touching story.
According to the ADA, there is no certification for service animals, AND anyone can train a service animal (the individual using the service animal, included).
Emotional Support Animals are authorized by mental health professionals, and they are a "real" thing, though the public is so confused and biased against people with mental health issues, it is discouraging.
Chart, mostly people learn how to live with a psychological disability. They aren’t miraculously cured. The dog may be a daily aid that allows the person to function. It can be used in conjunction with medication and therapy. So many people have abused this that people not educated in this area can’t distinguish the difference.
I was on a flight a few months ago and a woman brought an “emotional support animal” on board sat next to me. (Clearly wasn’t a support animal). She put the dog on her lap, about an hour into the flight the dog literally **** all over her. You can imagine how unpleasant the rest of the flight was. They really need to put stricter rules around documentation!

This. Thus the specific mention in the new law that online certifications are automatically not acceptable.

Has nothing to do with bias against mental health issues. Get a letter from the mental health professional who is currently treating you for your mental health condition, who is familiar with you and what is appropriate treatment for you for that reason, and who will be treating you ongoing (because an ESA is not a "fix" any more than pain pills are), and all is fine. The problem is those who go to online sites to get a letter or don't get one at all but order a vest (not required or an indicator of the animal truly being either service animal or ESA) in order to play the system to scam landlords and get to take their pet anywhere and everywhere (though only airplanes are required and they even have some outs available to them).
It's not the mentally ill that are the problem, it's the scammers.
