A friend came back from abroad as his job there was terminated. He owns a house with a tenant. Now the tenant stopped paying rent, and as we all know she cannot be evicted now. So the owner is out of his house and out of the rent money.
The owner is currently couchsurfing in my house, but it cannot be forever. Is there anything the guy can do? How is the government can literally robb people out of their property?
He cannot evict for nonpayment of rent but he can advise them when the lease is up that he is not renewing because he’s moving back in that’s different.

How do you figure the 'government' is robbing people of their property?? -- IMO, it looks like the tenant who has stopped paying rent is the robber! I understand that the government has put a temporary moratorium on evictions due to non-payment of rent, but, I suspect there may be a legal recourse against those who can afford to pay, but, simply do not (if only a judgment). (I'm not a lawyer and this is NOT legal advice).

If he has a mortgage, he should apply for forbearance - that will stop his costs from building. The difference between rent forbearance and mortgage forbearance is the rent needs to be paid at the end of the forbearance period. For federally held mortgages (FannieMae/Freddie Mac) the amount of the mortgage forbearance does not need to be paid back until the end of the loan term or when the property is sold/loan refinanced.
