Do what I use to do when I worked for a large property mgmt company...unplug it and see what happens.
Not a good idea to even suggest. Might be considered breaking and entering or trespassing. Many sites like that are under surveillance. Most likely the devices are hard wired and not plugged in to electrical outlets like in your home.
I'm speculating here a bit, but I believe it's a water treatment site. Either water softeners or filters.
I believe the sticker on the tanks says CSI, which would lead me to beleive it's this company's commercial offerings. I could be wrong on the branding but i'm pretty sure it's water treatment of some type.
I don't believe for a minute that the owner of the townhouse doesn't know what's going on back there. He's probably renting out the place because he doesn't want to live there with that noise and nobody will buy it unless it's dirt cheap.
You can bet it will be worse at night when you are trying to sleep.
Most cities have a noise ordinance. You, or the townhouse owner, should file a complaint.
I would also pass, but a noise ordinance complaint ?? Kind of like buying a home near an established airport and later complaining about the noise of the airplanes.
We don't know what it is exactly (only educated guesses). We don't know if it was there before or after the apartment (or townhouse) was built. We don't know who owns it. We don't know a lot of the details and we shouldn't make assumptions.
The only thing in agreeance is that the OP should pass on this home.
OK - thanks all for the replies. I think I will move on from this because I am pretty sensitive to noises unfortunately. Shame because it is such a good location and convenient and the price was decent too. During the day the sound was only loud in one of the rooms but the one next to it was not really very audible. But who knows what it would sound like during the night when I am trying to sleep. Wonder why they couldn't have built a hard structure over the entire thing to keep the noise down though.
It is a great price BECAUSE of the location next to 'the plant'. There is nothing to abate the noise because it was there before the townhouse and is owned by someone else. they have no incentive to solve the issue for the resident.
Sometimes wastewater treatment stations smell. Does it smell? If you notice the noise now it will just bother you more later on - and you will have a hard time selling it - I, personally would never move near any of that stuff
