Retrofitting? Up to $1000/ft. You would likely be dealing with 3 utilities, you would need utility vaults at either end, the casing, the underground rated wiring, trench stabilization and the pulling through .

Another consideration about undergrounding: most electric codes specify that if a structure goes from overhead service to underground service then the structure has to be brought up to current electrical code before reconnection.

The person with the pole in their yard hasn't been around since 2008.
The recent inquiry is about a transformer (not a utility pole) blocking
the person in post #13's ability to put in a driveway.

IMO no way in h..l they will move that thing for any reasonable amount of money. Maybe for $100K.
