The streets I was thinking about are public, in a community called Sun Groves in Chandler. I don't live there anymore but once in a while I think of those days when I did live there.

And yes, they will issue letters and fines to homeowners who allow friends and family to park in the street overnight.

The reason why I have a hard time with that is while the homeowner agreed to abide by the rules, the guest has not. Unless the HOA has a clause that says that the homeowner is responsible for the actions of the guest (Sun Groves HOA does not), I don't see how they can slap fines on homeowners for things that they didn't do.

I think HOAs can dictate it if they maintain these roads themselves (and they more likely do not)... I HATE it when people park on the street but at the same time I can understand it if they are having a party and need more parking space but I get aggravated when I see empty garages and 3-4 cars at a home... I know its convenient but it is an eyesore to me... not that I care too much, since I hate HOAs even more...
