I think there are some really similar Asian toasts too! I can't remember what it was called, but I had some sort of condensed milk like spread when I was in Thailand!

Yes, you are right. Your post made me remember a dessert I had once, little fried balls of dough with a thinned out SCM sauce. I asked and they confirmed.

I vaguely remember a Girl Scout recipe that included white bread dipped in condensed milk and browned, possibly over a campfire. Did not like it.
