I'd like the cookie to have the candy canes inside and maybe sprinkled on top. I figure I could sprinkle them on top of anything but I can't seem to get the consistency right for a firm-ish cookie that's not too soft.

I have made a chocolate cake mix cookie which might work. This is a soft cookie and semi sweet chocolate chips are added so candy cane pieces should work, too.

Make some almond biscotti, dip them in chocolate, then press crushed candy canes onto that. I make mine with strawberry candy canes every year and man are they a hit.
