Red cars are the most likely to be pulled over for speeding and traffic violations. This has been highly documented. (but some controversy still exists over it). I can, from persona experience, attest to the truth in this statement.
In reading a book called the 'Color Test,' it pointed out that traffic lights are really backwards. Green being a cool color and Red being aggressive they should be reversed from stop and go. It's not uncommon for people to run red lights without thinking about it because of this.
Red is the color of fire and blood. People react to it instinctively as it connotes danger. Put a person in a red room and his blood pressure rises. Dressing in red to cause sexual excitement makes sense in theory, but the reality is that some people look dreadful in red and it can look garish on the wrong person.

What I said above your post was overly simplistic. I think that most people can wear red but don't take the time to figure out WHICH red. The wrong red will look awful.
I am in the "deep" group, because I have dark hair and dark eyes. I love to wear red, but I have to wear it very dark. If it's too orange or bright, yuck.
My hair was lighter when I was younger, and I was probably in the "soft" group then. My eyes and hair were the same golden brown color. I had a raspberry sweater that looked really good on me. Now that would be too pink.
I don't think it's that silly. Whenever you have an important meeting, what color do you wear? A red tie! Red is a power color. Whatever, I wear a lot of red anyways. I'm not going to wear less or more of it. (all my favorite sports teams wear shades of red)
