For those who do not smoke tobacco (especially cigarettes), drink any-form of alcohol, use illegal drugs (and abuse OTC and Prescription drugs too), do you find it difficult meeting a person that is the same likewise in today's, Western societies?
Not difficult. Hubby and I are both non-smokers, non-drinkers and do not use drugs of any kind... And most of our friends are like that too!

no, it isn't too difficult.
what would be difficult is to find someone who was also non-religious.
It's all about who you affiliate with. change your circles and the mix will change. Perhaps your lifestyle is in need of an adjustment and the people will follow. Don't think you will find a non-drinker in a bar... (even though I use to drink ice tea and water only in them)

But in all seriousness, there are plenty of people out there that don't smoke or do drugs. None of my friends do drugs (I don't associate with druggies), very few of them smoke, and very, very few drink to excess. A couple of them don't drink at all.

Yes, I think these things tend to run in friend circles. If you hang out with boozers, likely the friends of theirs you meet will be boozers, too, and it's hard to expand your social circles.
Hubby doesn't drink, smoke or take any illegal drugs ( in fact even just trying to get him to take an Ibuprofen or cold remedy is hard enough). Smoking is becoming less and less popular in the UK but finding a man who doesn't drink booze is indeed quite hard.
I personally have no problem with someone who enjoys the occasional glass of wine/beer . There is nothing wrong with drinking alcohol as long as it's in moderation. Smoking I cannot abide ( the pervading stink really bothers me) and illegal drugs are a definite no-no in my world.
I am sure there are plenty of people out there who do not smoke, take drugs or indulge in alcohol to excess though.
I think it has a lot to do with what crowd you run with.
I know plenty of people who do not drink, smoke or use illegal drugs.
I know many more though who will drink one beer or one glass of wine with dinner.
There are a lot of us out there.
