Whatever you do, keep it personal between the two of you. Asking in front of a crowd is not usually considered wise. Although sky writing might be okay if she has a common first name....

Since you can't give her real Venice, maybe you can give her fake Venice, aka the Rialto Bridge at the Venetian hotel. My husband did something similar when he proposed to me. He knows how much I love NYC, and love the Brooklyn Bridge in particular. There was no money for a trip to New York, so he proposed on the "Brooklyn Bridge" outside the NY NY Hotel (we lived in Vegas at the time). It was really sweet, and I appreciated him doing the best he could to propose to me in my favorite place.
