I thought this term originated out of 1920s Jazz Clubs? So, it would certainly refer to SKIN TONE.

In 1933 in the movie She Done Him Wrong, Mae West called Gary Grant, dall, dark, and handsome. This is how the phrase became popular, and she was referring to hair color.

Oh puleez. "Tall Dark and Handsome" is certainly nothing that was "stolen" from AA culture. Actually it was the title of a 1941 movie, and there was not a mention of jazz clubs in it.
