Does Dan sort of invite himself to lunch or does the mystery woman actually ask him to join her? If she doesn't show any indication of being interested in him as more than just a coworker Dan could build up his hopes only to find out that this isn't going anywhere. I've done the very same thing myself so I know it's not a pleasant experience. Also, things could end up badly if Dan seems to be coming on too strong so he needs to look at this whole situation realistically.

When she comes by to our department, she says hello, but that's about it. It does seem she is not interested, but she is so nice. It would be a shame to let up.
