Well it's probably because there are just so many of them. There isn't one standard certification to become a "personal trainer". Anyone can go online, take a two week course, and then test to become a "personal trainer".

This. If a person looks reasonably fit, it's probably easy to claim to be a self-employed personal trainer instead of "I'm between jobs."
