I really don't get scared or uncomfortable. I notice it but that's all. The reason is, I think, because I've spent some time in countries where men stare or shout things at women on a regular basis, plus in those countries I have been conspicuous so sometimes it seemed everyone was staring at me. I've learned to find it funny, not offensive.

She may not be playing games with you, she may be just shy.

To the OP's question. Yes, I would feel uncomfortable and very confused, thus as a response to this stare down, to greet the man with the meanest mug.

you are not getting it, when you look in a woman's eyes you can usually tell, whether she means to tell you or not, whether she is at least open to you coming over and saying hi, that's all i am saying.

Predatory implies creepy and stalkerish behavior, and I feel creeped out if that is the case. Can't say that it has happened often though.
