OP, you may have to define whether you mean dating or marriage. How low an above average person is willing to reach for dating and casual sex situations is very different from who they would agree to marry.
I think for dating, women can go higher but for marriage men can go higher.

Of course not "all women", but most of the ones I meet, yes. It has occurred to me to meet more women outside of the city, as the country girls almost always have less baggage and stupidity to deal with.
