Is there a difference between I love you & love you? (lover, gay)

I think there is a difference, between I love you and love you. Whoever is saying 'love you' is obviously too afraid of commitment and is not really sure if they love the person, or too afraid to say 'i love you' back
I say it both ways. Means the same thing to me and I've been with my husband over two decades.
To me there is a difference. I don't speak for everyone though but if someone I was interested in used "love you" I wouldn't assume that they love me romantically.
"I love you" is declaring confidently and definitively that YOU love someone... your being, yourself LOVES that person.

Except that I really do love friends I say "love you" to. I am not being flippant or social. It is not easy for me to say that.
But saying I love you is far too intimate feeling for anyone besides your romantic partner/kids.
There is a difference for me. And I noticed that most of my friends who say this also omit the I.
Yeah. 'I love you' is at a higher level than 'love you'.
I was in a relationship once where things started out really intense. Texting all day. Having passionate, insane sex all night. But as time went by and the initial adrenaline and endorphin rushes associated with lust or infatuation started to decrease with her, she started withdrawing and how she said 'I love you' was one of the early signs, and once again within the massive text onslaughts that I was use to getting.
Her texting cycle, from infatuation/lust phase to final devalue and discarding of the entity known as the Sky-0.
First two months:
'I love you soooooooo much!!' (multiple o' and exclamation marks at the end)
By month three:
'I love you so much.'
Month Four:
'I love you.'
Month Five
'Love you.'
Six month mark:
'Love u'
After six months:
'luv u'
'lv-u'
Then just a heart with the letter 'u' next to it.
Followed by the final discarding phase of no more texting. She didn't answer her phone anymore, etc.
And one night after weeks of not talking, when I couldn't sleep at 4am, I called her and she had the new guy answer the phone.
Yes, I think so. I say 'love you too' as a response when my husband says it first. When I say it first (which is not often, only when I'm really feeling it) I say "I love you".
I say "love you" all the time to my family members...we see it as the sane as "I love you"...so I don't think there's a difference at all....
