If someone had stood up and done more about the Giffords shooter, it may not have happened.

This man is mentally ill

1) shown aggressive and threatening behavior

2) pattern of harrassment

3) intent

It is only a matter of time before this guy hurts someone. Also sounds like his dad is using his HOA position to protect him.

It is worth it to provide them what they need and documentation.... Stand up for yourself.

Because this man has a temper, mental illness, alcoholic, has guns and is threatening I worry about her safety in getting involved. Is she a single lady living alone? If she could do this anonymously it would be best. She doesn't even own the place anymore. Is your safety or life really worth someone else's condo? It's not even yours.

If she is really THAT afraid he may find out where she lives, then she needs to spend some time a the shooting range perfecting her aim

This isn't the best line of thought. I guess no one in this country puts themselves on the line anymore for others.

If anything the people fighting the guy currently should be worried.

If you don't act and protect yourself knowing you could help, do you think you could live with the guilt if this guy killed/maimed/injured someone?

Exactly.

I will repeat for those who need to hear it again,

"All that is necessary for evil to triumph is for good men to do nothing"

No the neighbor needs to get him arrested then for being violent and belligerent. Let the law deal with his violent tendencies. That's what it's for. And if you're his neighbor and you really feel that he might kill/main/injure you and calling law enforcement is not working, then it's time to move. But this lawsuit at hand is about property ownership though (material things). She is under no obligation to keep a roof over someone elses head whom she doesn't even know when there is the potential for her to be physically harmed or killed.

Maybe some dudes need to beat him up and put him down, or better yet provide 24 hour body guard service for her good deed after the fact.

I believe Winston Churchill said that?

This guy isn't a mental giant, so I seriously doubt he could hunt you down to harass you further.

The people likely to feel his harassment are those living there. So if you can help end it, why not.

The law only deals with stuff like this AFTER the fact.

It was another Englishman, Edmund Burke - but Churchhill repeated it

If you have copies of any letters of complaint you wrote, you could send a notarized copy to the person requesting your help. In addition, the info you have on his history - you could share that so folks can get copies of any police reports that document the man's behavior in the past - to show it has been an ongoing problem. You could offer to do those things even if you do not wish to actually "testify."
