He sounds like a regular guy. He probably likes you and naturally wanted to be closer to you, but later realized it's unfeasible to spend time with you when he has so many obligations. Looks like he doesn't want to worry about keeping you happy in a relationship so he tells you up front he doesn't want one. This way he can still enjoy your company but never have to worry about what you're doing or whether or not he's making enough time for you. I think he's honest and that doesn't make him a scumbag. I think you should do your own thing and leave it to fate to see if you cross paths again. Until then, don't make him your world then hate him because he doesn't want it.

YOU'RE 18! Why are you even worried about trying to date some kid who is at least a junior in college? Just as he is focused on his education, you should find something else to focus on that will help you develop as a young woman.
