There are some places that build the tip into the bill. or you have a 30%gratuity built into the bill if you have a large group of people you arrive with.
And I tip according to the service I have. Sometimes I have amazing service and I tip more that 15%, sometimes I have awful service and I tip 0%. USually it's OK service, so 15% is what I tip most of the time.
I'm not tippng 25% unless I have above average service.
I disagree with that policy and I have disputed it in the past. One occasion the policy was not displayed and the serviced sucked. I promptly disputed the charge.
Another occasion our waitress was too consumed with hamming it up for a local news crew all the while ignoring us. When the bill came with the gratuity already factored in I disputed that with the manager who, ironically, was our waitress. Poetic justice.

I'm not sure which place you're saying is worse, although I'd hate to see a place worse than the video I posted.
