People are turned on by different things. Im not going to argue whether someone is attractive.
I don't have a problem saying it. Usually, I've told girls/women they look just like an actress who is universally known to be very attractive, and they say thank you. I once told a girl in college that she was the most attractive girl in our major. There were a handful and it was a "type" thing, but she would have definitely been in that handful. She kind of blushed and mumbled "thank you," but I was already on speaking terms with her.
Context matters. Random person on the bus? Major wierdo alert. At a party? Not the best thing to say as an opener, but it's not entirely inappropriate, because the person came into the situation expecting social interaction with the opposite sex.
Ugly even worse. I wont see say i think you look beautiful, i know you are deep down inside. You have a whole lot if guys telling every lady that she is beauriful just ro hopefully get some action, then again this is my ne k of the woods. But me personally I can look past shallowness, but I try to watch what I say on the streets due to women rhinking all guys are creep unless he is good looking or driving a really nice car or flashy clothing.
