Nothing more than a passing glance. I'm looking WAY more at the shoulders & chest, the areas that are my "turn on." And of course, any body 'looks' are tertiary to face and conversation.
I check out arms and legs, never the crotch. Unless they're wearing Speedos there's nothing to see.
And hair/eyes are most important to me, not the crotch.
This thread is really funny. If a guy is wearing jeans or slacks, with underwear underneath, what could people see? Nothing.
A couple of things to Ulysses:
- which rules, arms or legs?
- if he's wearing a Speedo in a noncompetitive setting, you probably shouldn't be interested
- what if the hair/eyes are what turns your crank, but the equipment is lacking?

One notices how large and/or exposed breasts are. If they're wearing a tight pair of jeans, you don't notice their plumbing (duh), but you can tell how flat a woman's stomach is or whether there is midriff bulge. So, "Do these jeans make me look fat?" addresses two issues: (a) width of posterior and accompanying thigh size which is attached to that, and (b) midriff bulge. If you don't have those issues, then pour yourself into a pair of tight white jeans.
I used to. Me and my friends used to guess who we thought looked like they had a big
**** and who we thought was good in bed. Not anymore--I've been with my "so" for the last 5 years, so he's the only crotch I look at.
