I agree with this assessment and think it's way too much. The comment about 'I always look at you' comes across as very sleazy. This behavior gives off the impression of obsession/possessive tendencies. I wouldn't interpret it as a positive sign.

my cat stares at me all the time. He sits on top of my headboard,directly above my head, and as soon as i open my eyes as im waking up, he jumps on my head and takes off.
What about when you doze off on the couch or something, and you feel something moving slooowly up your body.....and u hear this humming sound..and u open your eyes and theres the cat..sitting on your chest nose to nose with you...staring at you.
When he's looking at you up close and you're looking back, does he blink? If not, and he has that 'psycho stare' beware.
Seriously, most men, as others have mentioned love to admire beauty. From what you described sounds more like admiration with mindset / thought of "what a catch", "how lucky I am". Of course, the pertinent question most women will ask, is infamous, "HOW, was he looking at you?" [usually said with that emphatic condemning tone]
I had to laugh as it reminded me of my mothers lament after my dad retired, and he would sit in rocker watching her go about cooking or working around the house. He'd always say how much he appreciated his 'teenage wife'. Both deceased they were married 53 years.
Another thought is, he's so into you that he wants to take advantage of behavioral studies that show looking and having eye contact with someone for greater lengths of time 'imprints' favorable feelings for each other. Enjoy it.

I don't know if I would go that far. I do think his behavior is odd, especially the getting within inches of her face and staring.
Honey, just enjoy the fact that he wants to take in your face at every opportunity, I think it's incredibly endearing.
