What do you think of people who refuse to date outside their races?

^ I have no idea to be honest. I think we have a culture of over applying terms like Racism and Bigot and Tolerance and more. It puts one in the mind of the Cold War where people went out of their way in the US to see signs of Communism everywhere. Rather than rating things in terms of how good or bad they were people started to rate things as to how indicative of communism they might be.
People are too keen to see racism or other kinds of bigotry everywhere in every action that people perform or - in the case of this thread - fail to perform. "He has never dated a black woman - he may be racist" is about as ludicrous a thought process to me as "He has never eaten an american hot dog - he may be a communist".

It depends. Preferences are a combination of the innate and conditioned too. Even if it is racist, it's not we can do anything about it. You can't force someone to be with someone they don't want to be.
