It's a damn lie, thinly disguised as a "polite" way of saying "I just don't like or respect you enough". This is usually done by timid, weak people who are afraid of hurting other people's feelings so they invent stories to dance around whatever they're really wanting to say. It's very manipulative and cowardly! OP, don't waste your times on humans like that anymore. Move on to someone that will actually respect you!

It basically means they don't care enough for a relationship with you. Either they don't want you, or just want you for sex-then to get lost until next ****.
Obama is busy alot, but he makes time for not only his wife, but his kids as well. If someone genuinely cares, they make effort and time. That's an old excuse, and sad some people fall for it. in terms of just settling to be a **** buddy.

I really like your passive-aggressive way of grilling her, and I totally agree. She shouldn't have started something she couldn't finish or wasn't even going to bother trying in the first place. Maybe at the time she was just bored or lonely or hadn't been made to feel sexy and wanted for some time so he was convenient, then when she got want she wanted and was over it she used the classic, trite "I'm just sooooo busy with work and school!" cop out to politely dispose of him. Poor guy!
It's so funny that people who throw around that cop out like it's candy often post pics of themselves at bars or parties on Instagram and Facebook. Hmmm, very strange!

It certainly means that the person doesn't want to be in a relationship with you.
It may mean they don't want to be in a relationship with anyone.
This is probably the best summary. I've said it in both the scenarios presented in this thread:
Just not that into the person
Legitimately don't have the time
I'd say that, as a whole, the first is more often true, but to suggest that everyone can MAKE time for the right person isn't necessarily true either. I simply could not make time for my dream woman right now if she fell in my lap.
The same could be said of everyone who posts on City-Data, no?

I would love for her to fall into your lap RIGHT NOW and see where that goes! Suddenly, other things that don't involve making money seem to not matter anymore and that schedule opens up a bit...
