I think I have a different definition of what is "sexy" I think sexy doesn't have to be that someone is necessarily physically attractive, I can see someone being average looking but be called "sexy" because they have something intangible that is hard to quantify that little extra "something"
Just pure raw stirring of the loins is what I call hot or something else.

OP, I totally get where you're coming from. I even asked the most recent guy I dated ( last year ) this same question. I've been told since I was 15 this exact same thing countless times, from males & females. Yet I tend to agree with Chow on this-sexiness is more about what you're putting out there, the aura, the magnetism, etc. It's not always about looks cause I've known some incredibly good looking people who had zero sex appeal.
Its pretty intriguing, lol
