In my opinion, you owe them a 'courtesy glance' to acknowledge a lady's good looks. Kind of a way to both quickly admire and show appreciation for the trouble they went through to look nice.
Staring is rude and awkward though, and even if the girl was perhaps into you, you're almost guaranteed to creep her out by staring. You might as well be sitting there in a latex trenchcoat and derby hat, wanking away like a little spider monkey hahaha
But revealing means different things in different countries.
Small hipsters and a little top are not weared on gym because for showing skin to men but because of getting some air -> easier to train.
Why women should suffer of heat and over clothing in sports just because men does think training women throught sexual eyes and have sexual thoughts?
There is nothing wrong with training clothes, there is lot of wrong in men at gym who comes to stalk boobies and butts.
Gyms etc. are place to train, not a porn factory or brothel.
I'm mainly speaking in the context of dressing very revealing while out in the general public, i.e., supermarket. The gym is a different environment in my opinion. There are women who just let way too much hang out wherever they go, and those people to me seem to be begging for stares.

Feel free to stare at them and let us know if doing so confirms your hypothesis. My guess is that 8 or 9 times out of 10 you'll find out you were wrong.
