Just type in your browser your own city and state and the words 'Chip Grant' or if nothing comes up your county and state with 'Chip Grant' and you should find them. Every state has them and vie for the amounts they get from the federal government.
We have a program like that here but there are income limits for it.

Yeah, every city or county has their own rules for them. I did have to provide them a lot of documentation I remember and the process took about 6 months before I had the work done. It's not guaranteed you'll be selected as a recipient for it either. But everything is worth a shot.
You can also just type in "Home Improvement Assistance" and see what pops up. There's a ton of free money out there for the taking.
I've heard of similar programs and around here they are usually reserved for older neighborhoods. The programs vary from home repair, upgrades, energy upgrades, as well as historic preservation grants. Good stuff IMO.
Just spilled a full glass of red wine on the coffee table and carpet (cream in color, no less). What a fun time! It's a good thing I was planning on rolling this carpet up and tossing it on the curb in a few weeks. It was like a calgon moment. The wine spilled and chaos ensued! My husband was calling, the dog was barking to go out, dinner was ready to come off the stove...etc. All at the same damn time.
Oh...and it got ALL over 2 stacks of papers I was grading. Can't hand those back! lol
Thankfully they weren't papers the kids would be asking for back.
