Twice in a week this has happened to me. In both cases the girls were probably around 25, I'm a few years older than that. Once it happened at a cafe in my home city, the other time on a train, not in my home city.
They just flat out stared at me, like for 2 mins or more at a time. No noticeable smile from them in both cases. I had little to no interest in either of them, didn't find either very attractive. I was always taught its rude to stare. And still live by that.
Help me understand this. Serious answers only please.

It is rude to stare but it's animal instincts to lure someone in.
They were probably just zoning out, didn't even see what was in front of them.

Also this is something guys do far more, than girls do to guys. Maybe that is changing.
People watching maybe? I love to people watch. But I am good at not looking directly at them. For example, on the train, I look towards the window, but I am watching the people in the reflection on the glass. Zoning out fits too. I've seen people do this to me and I wave at them...scares them! lol But yeah, without a smile I would say it's something neutral like either one of those.
Or in one of the cases, she may have been on something in the way of drugs. The other one I would say she wasn't.
That sounds feasible. Not that you aren't worthy of admiration, but she may have just been admiring the pretty colors.
