I do. No, I don't think it is inappropriate at all. Some will take it the wrong way, but they that is their problem o contend with (except when you are at work - and they hall you down to HR for harassment.)

I do it sometimes, as much of a douche as I may seem I do like to make people smile. Sometimes I like to do silly things to make strangers laugh and smile. Probably have brightened up a lot of strangers days!

A compliment is not a flirt. Whether Joe is thirty or eighty, it is completely acceptable to say "Goodness, but that color suits you, Joe" or "You have a terrific way with people, well done!"
